I agree with what HellCandy said, you must show to the NPC that you have a pet to be given the option of accepting the quests. This applies not just to the Halloween event quests but most quests in general.

You need to abandon the event quests that you get from Bubbles and Teddy, the regular quests are not the issue.

i abandon bubbles quest because i was doing teddy questline but when i went to him to complete the last quest it show please wait 4 like almost 5 minutes

You need to abandon the current quest so that you have none of the Halloween event quests, if you don't abandon the quest first it will remain broken. Then when you have no more quests you can get it again and complete it.
