Sometimes to be invited in to a party you need to meet the requirement which is pet level. If you ask nicely others will send you a party invite, if they don't then they will have their own reasons for it such as waiting for someone or party is full.
There is also times when the party members may not all be in one location but the party is still full.
The current party max size of four is set to allow a balance of difficulty while allowing the benefits of being in a party. What that means is that a player should be able to solo fight an enemy monster( not including bosses ) and also have the option to party up with other players to be able to defeat the same monster with more ease.
If the party size is increased to for example 6 then the monster fights while within a party will be too easy. To resolve this issue the monsters would have to be made more difficult to fight against. The issue that this would cause is that it would become significantly harder to try to solo fight the same monster. If the monsters are that difficult to solo fight then more players will want to be in a party directly because of this which would bring up the question of why not increase the max party size to 8.
This is called a cascading issue becxause it will escalate to be a significant issue. What currently exists is not flawed but well balanced to be exactly what it is. If you want to join a party then just ask the other players if you can join their party, if the party is full then make your own party with other players or wait until there is an available slot open within the party that you can join.
