Any type of a kick or ban can ONLY be done by a moderator and is not possible to be done by a regular user. It does not require technical understanding but this can only be done by mods/admin.

Ips Address is still the same on Each Computer Depending on Which you take ( You might be taking Neighbors sometimes o.o)
but the thing about Ips Address is that they can change it
